A viral video of a horrific incident is going viral on social media sites. The video from Jodhpur, Rajasthan shows a street dog tied to a Hyundai Creta. The video shows that the dog is struggling to keep up with the car and being dragged around on the roads.

After the video became viral on the Internet, the person driving the car was identified as a doctor from a local hospital in Jodhpur, Rajasthan. The doctor tied the stray dog to his car and roamed around the city streets as a punishment.

The incident sparked anger among social media users. The dog kept on struggling and we could also see a piece of cloth tied around the mouth of the dog so that it could not scream. The video was shot by a passenger who was travelling on a bike. The video also shows a biker forcing the doctor to stop his car.
The driver of the car is identified as Dr Rajneesh Glwar, who is a renowned plastic surgeon at the state’s government hospital. Police have detained the doctor and have filed a case against him under Section 428 (committing mischief by killing, poisoning, maiming or rendering useless any animal or animals) of the Indian Penal Code and Section 11 of the Prevention of Cruelty to Animals act, 1960. Under the law, treating any animal with cruelty becomes a punishable offence.
The dog sustained multiple injuries according to the Dog Home Foundation of Jodhpur. The non-governmental organisation told the reporters that there are multiple fractures in the legs and bruises on the neck. A caretaker at the foundation also alleged that the police were reluctant to cooperate.
Similar incidents happened before
We have seen similar incidents in the past in Kerala. A person was arrested in Kerala after he tied a stray dog to a car and dragged the dog for 2 km. Kerala police registered an automatic case against the owner of the car, who was also driving the vehicle. The police have now arrested the driver of the vehicle and have filed a case against Yusuf at Puthanvelikkara Konnamhouse, where the vehicle was spotted dragging the dog. The driver has been filed under Sections 428 and 429 of the Indian Penal Code and also under the Cruelty to Animal Act.
There have been several such incidents in the past where street dogs have been attacked. In many incidents, small puppies have been injured due to similar attacks. However, due to the lack of stringent laws against such crimes, all the culprits were set free after small punishments and fines.
